Local authorities across the country in Southland are under increasing pressure to make their residents safer.
In Suffolk, local authorities are being warned they must ensure residents have enough petrol to keep them going for as long as they can afford it, BBC radio's Today programme reports.
The South East Coast Council said motorists should be cautious, as "water pressure has risen significantly" and fuel is starting to run low.
In South Wales, the government has set up a committee to take advice about how to prevent the flood threat from rising further - with recommendations on how to deal with the worst of the worst.
The North West and East Midlands have also launched a flood emergency committee.
Water is reportedly rising up to 16cm across the Midlands, the north and Midlands and more than 14cm across England.
The Met Office warned of heavy rain throughout the afternoon and into the night in the East Midlands and areas around Leeds and Liverpool.
In Leeds, Mr Donaldson said residents were being urged to find shelter for the next two days by using roads that are normally open, and encouraging people to use alternative routes and take their children to school if possible.
The Met Office have also warned the rain could cause flood waters to rise to a depth of 30ft above the water mark in places in some parts of England between 7am and 7pm on Thursday and through the weekend.
But in London a spokesman said the number of homes which are under threat from flooding is not as high as the Met Office has estimated.

Teen avoids jail over play fight stabbing death in Miami
Police: Miami man held on murder charge in play fight death
The victim was rushed to Miami University Hospital with multiple stab wounds, but survived.
According to authorities, after the attack the suspect began punching, kicking, punching, kicking and stomping the victim. The suspect then allegedly started stabbing the victim in his home.
The Miami-Dade State Attorney's Office says a warrant for the suspect's arrest was issued on Monday.
Miami police released surveillance footage of the suspect.

The court heard how the couple were on holiday in the Canary Islands when the boat sank.
Mihaela Kukoc was carrying 12 pounds of fresh beef and four packs of ice cream when she said she was left behind because the boat couldn't be operated.
A member of the family then got in and tried to swim out to a rescue boat. A search began for the pair at sea but there were no signs they had been in touch with the vessel and they turned up dead.
Mihaela Kukoc and her husband Mark have been sentenced to a minimum of three years and 12 months in prison. The pair are due to be released from jail on September 8.
Their sons Daniel, 20, and Paul, 23, who is the third eldest of two children, were sentenced to 15 months and 14 months respectively.
Two other men and a 12-year-old girl were also convicted of manslaughter and misconduct in public office.
